I've run the Mayor's visit numerous times now, and I've not received an exceptional rating.  Most of my museums, Momento Mile included, are at least level 5.  My exhibits are usually 85% or higher when I start the visit.  I'm not sure what else I need to do to get the exceptional rating.  Any ideas?
