Pesky thieves! If you can find the Uptown Wetlantis and Downtown Wetlantis locations on the Two Point Sea map, they should allow you to get more Water Ruin exhibits in order to allow you to complete this objective!

Except Downtown Wetlantis is locked until you reach 4 stars, so if you've gotten the Leftovers Statue stolen, there is no way to proceed. My progress is totally blocked now, with no way to re-set my museum or get that ruins exhibit back.

Sorry that you're having trouble! 

To complete this objective, you can have duplicates of the exhibits you have access to. Unless I am mistaken, the objective is "Activate all Buzz Bonuses on 3 Wetlantean Ruins" so this could be any  3, as long as they have the Wetlantean Ruin Sub Category.
