Ineffectiveness of "Panoptic Pillar 2" in Detecting Criminals

I have made 20 "Panoptic Pillar 2" machines and put them everywhere i the museum.

But found the progress remaining 0/30.

I'm worried if this is a bug. 

Has anyone else encountered this situation?

I thought perhaps it was my other security methods being too effective at detecting criminals that was stopping this from working, but I've got this same problem.

I put mine near the ticket booths where I had the first one. It keeps getting stolen and is at 0/30.

Just so everyone knows I had this reply by a developer:


Hello, Sorry about the confusion here - to expose a criminal you have to select a guest you suspect and then use the "Reveal Thief" Button, that looks like a Police Badge in their UI. When a thief is near, the panoptic pillar will make noise/ flash and spin. I hope that helps!

Well thats wrong and bad advice as pressing the Reveal Thief button dumps a bucket of water on the person, and if its not a thief you end up with a very unhappy guest who leaves your museum. And having tested it, still does nothing for the Panopticon.
