I have only noticed it just with the molar thieves. Only at Wilon Lodge and Bugle Wasteland. When I was watching it, it appears to be when they get to the stairs from the main hotel building and the slopes at the wasteland.

sandbox save slot one is the camera room issue where no one will man it.


sandbox saves 3 and 5 both have same issue of endless loop security and thief's

In the county exhibit challenge, this occurred with every type of thief. Before the scenario ended I had 5 officers in stuck loops
