Please see the image below, I encountered a scenario today whereby I could not extend my campus building because there was a rock with sticks in it on the grounds!

I wondered if maybe it was unreachable by the janitor because I had built my walls right up to the boundary of the plot, but after adding a side entrance the issue persisted.

Can confirm that exiting to map and then continuing resolved the issue.
