Is there a way to easily identify which staff members are now "ready for training"? I get a pop up advising me X number of staff are ready for training but I am unable to identify which ones without manually checking which staff "Want Training"

There is a special menu for stuff with a list of their traits. If it is not greyed out - you can train that person. 

However, what would really be awesome is a way to train a particular person when you want. Like in Hospital. So far it is working differently here. 

The balancing in TPC with this is really strange compared to TPH: my staff is constantly ready for training, while it's extremely tedious and a long process to train staff. Especially teachers, who can only be trained in-between courses. Plus I can only train one person at a time per room (even though I can schedule ahead training for all of them, which is a nice QoL feature). This makes training such a rare commodity in terms of game design that doesn't really pay off, i.e. I feel no difference between a Level 1 and Level 2 teacher. Maybe I haven't reached that point in the game yet, but I feel that there's a missed opportunity with "organizing academic conferences to mass train your staff" here.

You can actually train more than one person per room, just expand the room slightly to fit another of the machines. You should only need to add an extra 2 columns from the minimum room size to fit another.

Been playing since launch and feel the same about some other areas as well. I just don’t feel any perceivable difference in some of the upgrades.
