I am running into an issue where I cannot get two stars on Wailon Lodge. I have two stars on both first museum and the fish museum, and when I go to Wailon I have no blue star objectives visible OR the ability to craft spirit keys. I am locked out of any new map locations and have every possible attraction at pristine and full buzz. I believe that the two star objectives are not popping, and nothing related to spirit keys has popped either.

My path in game was:
first museum to 1 star, then wailon to 1 star, back to first museum to 2 stars then back to Wailon where I ran into the issue.
I then went to the aquarium museum and 2 starred in one go to see if upping my curator class to IV would trigger something in Wailon, but nothing ended up popping.
