When frame drops happen (large museum with many guests), moving the camera around stutters even if VRR is enabled on the console.

I play in 4K with the console set to 120 Hz with VRR, this way, when a game is capped to 60 FPS, it can drop way lower than the minimum VRR window of the monitor/TV (usually 40 or 48 Hz) as the Xbox will double or triple frames under 48 FPS.

With my TV's overlay I can see that when the stutter happens, the refresh rate is around 90-110 Hz, so that means the game is between 45 and 55 FPS for example, so VRR works, but it stutters.

This does not happen in Two Point Campus, if the frame rate drops to around 50 I can see my TV is around 100 Hz but the game still feels smooth thanks to VRR.

In TPM it never feels smooth when framerate drops, even with VRR enabled.
