I also have this issue. In my case, I got 2 stars in all museums and had completed the county archives pop up. I just had the Remote Rock pop up to do, to complete the objective, but upon completion the objective now just says "receive 2 stars across your museums".
It thinks I'm star-less! 😱⭐
This goal is not to get 2 stars museum, but to get 2 additional stars. So if you pass some museums to 3 stars, it will progress the goal.
I think it's not a good design, as it penalize people who did the 2 stars before finishing rank IV (rank IV only needed 1 star in 2 locations, right? But some of us still achieved 2 stars there before getting the rank)

I have gotten 2 stars in all museum locations but the curator level objective appears to be stuck/not advancing.
Background information: I got two stars on one of my museums when there was still the “get 1 star in each museum” objective listed on screen under the curator level. I then went on and after I got 1 star in each museum, and did the challenge locations, that curator level updated to “get 2 stars”.
However, now I have obtained 2 stars in each museum location it is not advancing/updating that Curator Level objective. 😔
