Summary: freed up on load. New guests get stuck. Prior and current activities not consistent.
Thanks, I actually enjoy a bit of software bug squishing, so it's good. I'm really enjoying the theme/sim in a way I haven't since the 1980s or 90s, so thank you all for all the hard work!
It is not happening on load. The stuck guests are freed. New guests get stuck in the same location as shown in new screenshots from today (11 March 15:57)
Move to another map and back and they are unstuck. They usually need a sit down after the ordeal. 1000026671.jpg1000026670.jpg
As shown in the two back-to-back shots following load another museum then load back to here. You can see the first one gets free first, then the second follows a moment later (the one with the upgrade banner is chronologically first). There is no consistency in their logs as to the most recent exhibit visited, current activity, or anything like that, and the place is pretty cluttered.
This is no problem for me, and does not impact my enjoyment of the game. I shall await and appraise on update.

May I also note a typographical error here, bad form but I didn't screenshot and it's not worth its own report. The spooky mansion (main house Wailon Lodge) opens up, the text states they are Poening instead of Opening which I laughed at as an Edgar Allan joke! I wish it is supposed to be there, but telling my partner they are sure it is a mistake. I think it was second star but it could have been third, doesn't really matter it's a quick easy search for Poe - go on, make it a spooky joke.

Screenshots show Codswallop and the Tools family viewing different exhibits. The two exhibits are on this platform but not not near each other.
It has happened a few times, I've had a bigger crowd in this same spot claiming they are doing things all over the place, or walking somewhere.
They are by an entrance, the path is navigable, but they already think they are there and viewing the exhibits so it seems like some sort of position marker error rather than a pathing thing.
