Upon earning 1 star in Wailon Lodge my game completely soft locked on the letter and had to be rebooted. Now there are no objectives showing to advance me to star 2 and the Spirit Key necessary to progress the expedition map is not able to be crafted.

I had the exact same issue, but after completing the objectives that should have got me the 3rd star. I also unlocked Curator Class VI, but that pop-up couldn't be closed, so I had to restart the game and... locked out of progressing Wailon.

Step by step of the bug
Step 1
Completed objective to unlock resting place, completing objectives for 3rd star.
Step 2
Clicked through the star unlocks for Wailon Manor.
Step 3
Saw the pop-up for Curator Class VI (3 stars across museums), and couldn't close the pop-up.
Step 4
Closed and restarted game.
Step 5
Curator Class VI to be unlocked. Wailon Manor not progressing
