I also had a bunch of early unlocks drop out of my Items and Decorations after a hard crash when my power went out while playing, including critical items like Ticket booth and Donation stand.

Power off PC while playing?

Was playing the campaign and went to change the color of a trash can(I can't remember what it was exactly but it was a decoration) and my game froze up/crashed and caused me to reset my pc.
Restarted and reloaded the game and save, came back and I had entries missing under items, decorations and the build tabs. Only bathroom and building were available entries under build.
Quit game and went to verify integrity on steam and went back in and the same.
