Confirmed with the same bug on Xbox. You can grab staff above row 48 in the Pointy Mountains museum but cannot drop them. This is noted both before and after the latest hotfix. Staff drop fine below that line, everything above that gets the "drop staff in open space" error.

About half of my museum is not considered "open space" when moving an employee, despite staff and guests being able to path through it just fine. The boundary between the valid and invalid space doesn't seem to line up with any specific objects, but it does seem to be on tile boundaries.
