I don't know, but it might be that I didn't have a pristine fossil at the marine location until
Step 2
after leaving via the career curator props, to the other locations.
Step 3
I returned and then even after getting pristine fossils it won't unlock.

Same issue another user had, but the website wasn't allowing me to add my data to the thread. Lake Longloss objective for having a pristine fossil in the museum shows I have not completed it, when I now have 2-3 pristine fossils.
I am still not able to attach my game files or logs so now I am frustrated that I can't even report a bug without running into issues.
