Same.  It takes multiple tries to change any menu options (like going to any of the different hub tools or anything within those menus), if the dpad responds at all.  In my case, joystick works fine. It seems to work fine in the main game pause options menu.   If I'm trying to scroll by holding dpad R, for example, sometimes it'll scroll as long as I want it to.  Sometimes it won't even go to the next option in line, so it's not just scrolling, it's any movement through the menus.  Sometimes it'll move some random number and then stop scrolling.  This is in any menu option that I can move through, like staff or guest names, hub tools top menu, moving through decorations.  This does happen while using any dpad direction input.

I don't know if this is related somehow but more often than not when I'm trying to either rename something or search using the on screen keyboard, I get a message saying the controller has been disconnected and that I need to reconnect (it hasn't been disconnected.)  Figured I'd add it since it's some kind of weird controller issue also.
