Do these NPCs become unstuck after a save/load? If not, so that I can try to investigate your issue further, would you mind sending across your Two Point Museum folder? To do so follow this navigation path in file explorer: C:\Users\<username>\AppData\LocalLow\Two Point Studios\Two Point Museum. Once located, "Zip" the folder up (right click and you should see the option).
Zipping a folder is a way of compressing it into a smaller size. If you don't have an option to do this, you may need to download a program to help. I use one called 7zip which can be obtained here. The top option - ".exe - 64bit windows..." should do the trick. Once zipped up, you can attach it to your reply.

Quite often staff and guest stuck in their pathing and gets angry at me, the player.
For the staff it often happens near a toilet or food buffet in staff room. They often threaten to resign or resigned already because I didn't see the warning because they get stuck. It require me to manually pick them up and drop them down to reset their AI/ Pathing so they can satisfy their needs.
For the guest, they often just standing around near one of my entrance, but complaining about many needs, despite my layout was open, as in no specific pathing for them or many barriers that stop their path. So I needed to grab the entrance itself to reset the guest's AI/ pathing and having them enjoy the museum again
