I had the same issue and duplicated the bug submission; I have deleted my bug report. Because my Buzz Rating needed was much lower than MajMouse's I was able to overcome the hurdle of 2708 Buzz by spam placing my leftover exhibits prior to selling/analyzing them for parts.

Step by step of the bug
Step 1
Play through the game, taking your time
Step 2
Collect every pristine exhibit in the first museum
Step 3
Do the fish museum until you collect everything
Step 4
Move back to the first museum to get 2 stars
Step 5
Be as high of a museum level you can with everything collected
Step 6
Quest until you get the quest "Exhibit Enlightenment"
Step 7
The total buzz required to finish the quest makes you unable to finish the quest

When you get the quest called Exhibit enlightenment, during trying to get 2 stars with memento mile museum, you need to display a total amount of buzz in the museum. When I received the quest my number was 4289 total buzz. Before this quest I had already finished all available poi's and have collected every pristine exhibit. I have around 1900 - 2000 buzz. That makes me feel like in order to finish this quest and get two stars with the first museum, I need to basically have a copy of every exhibit. My current exhibits have max buzz including the buzz bonus, excluding one or two exhibits. I have tours and sound playing in the museum and am currently museum level 24. I took my time and collected everything.
My friend who didnt go slowly, but speedran it, only needed 578 total buzz. It seems to be depending on something, museum level or something.
I feel like it is a bug, because I am basically stuck and unable to continue playing the game unless I collect another 33+ pristine exhibits which would all be copies, because ive collected everything.
