I don’t think ghost capture works on those type of spirits. Ghost capture is for the “generic” spirits that come out of nether portals at certain points in the story. I think you need Ghost Whispering, the skill used to for spirit restoration.
There is, however, a bug where a ghost that has no more patience won’t leave like it’s supposed to, but because it has no patience left it also cannot be restored.
